REQUESTED MOTION:

Motion to adopt Resolution temporarily suspending, for a period of one (1) year, the prohibition against through truck traffic on Tuner Avenue for trucks actively transporting livestock.

 

SUMMARY:

A Resolution providing temporary suspension of through truck traffic on Turner Avenue for livestock transport purposes.

 

BACKGROUND:

 On August 23, 1988, the Board adopted Resolution No. 1988-55 prohibiting through truck traffic by vehicles having a rated load-carrying capacity in excess of one (1) ton on Turner Avenue from State Road 70 north to U.S. Highway 17 (State Road No. 35), except for trucks whose trips originate or terminate on Turner Avenue or along intersecting public roads. The restriction was adopted to protect the roadway, minimize public maintenance costs, and promote public safety. 

Florida Department of Transportation (FDOT) is currently undertaking a major infrastructure improvement project affecting State Road 70. Construction activities, lane restrictions, and associated traffic impacts have resulted in significant congestion and delays at the intersection of State Road 70 and U.S. Highway 17.

During the July 14, 2026, regular meeting of the Board of County Commissioners, the Board discussed concerns raised by local livestock producers and transporters regarding the impacts of the construction-related traffic delays on vehicles transporting live animals. Specifically, the Board recognized that prolonged periods of stopped or slow-moving traffic may expose livestock to unnecessary stress, heat, dehydration, and other health risks. During that discussion, the Board inquired whether the existing prohibition against through truck traffic on Turner Avenue could be temporarily suspended for livestock transport. Pursuant to said inquiry, the County Attorney prepared the necessary resolution to effectuate such temporary relief while preserving the intent of Resolution No. 1988-55. Turner Avenue presently provides the only available bypass around the congested intersection of State Road 70 and U.S. Highway 17. Accordingly, the proposed resolution would provide a limited, temporary exemption from the truck restriction solely for vehicles actively transporting livestock during the  period of the State Road 70 construction impacts.
