Approve the Agreement with Winter Consulting Group, LLC d/b/a Cornerstone Community Partners.
SUMMARY:
Staff is requesting approval of an Agreement with Cornerstone Community Partners to perform Environmental Review services for the County’s CDBG-funded housing projects.
BACKGROUND:
DeSoto County issued RFP No. 25-18-00RFP requesting proposals from qualified environmental consulting firms to provide Environmental Review services for the County’s HUD Community Development Block Grant (CDBG) Rehabilitation, Demolition, and Reconstruction housing projects. The scope includes Tier I and Tier II reviews, preparation of Environmental Review Records (ERRs), agency coordination, and all tasks required to comply with 24 CFR Part 58 and all applicable Federal, State, and Local regulations.
A selection committee reviewed the proposals and ranked Winter Consulting Group, LLC d/b/a Cornerstone Community Partners as the most qualified firm. Compensation under the Agreement consists of a lump-sum fee, a unit price for additional site reviews, and an hourly rate schedule attached to the Agreement for any additional services that may be needed. All costs associated with this Agreement are eligible for reimbursement under the County’s CDBG Subgrant Agreement.

Actual Agenda Item: $22,500.00
Cost: $22,500.00 lump sum for base Environmental Review services; and $1,000.00 per additional site if reviews beyond the base scope are required.
