Approve the Contract with Raftelis Financial Consultants, Incorporated, to provide the professional services related to the Solid Waste Revenue Sufficiency Analysis and Rate Evaluation study.
SUMMARY:
Staff is requesting approval of the Contract with Raftelis Financial Consultants, Incorporated, dba Raftelis, to provide the professional services related to the Solid Waste Revenue Sufficiency Analysis and Rate Evaluation study.
BACKGROUND:
Landfill operates as an enterprise fund. To remain compliant with its permit, the Landfill must be fully self‑sufficient in all aspects of its operations, including capital projects, expansion, closure, post‑closure, and long‑term care. To achieve this, the County must ensure the Landfill has adequate funding. In 2017, a financial assessment found that revenues were sufficient to cover projected expenses at that time. With significant capital projects and expansion efforts currently underway, it is an appropriate time to reassess Landfill funding.
RFP No. 26‑14‑00 was advertised for an updated financial analysis. Four qualified firms submitted proposals, and a selection committee was appointed to review and rank them. Raftelis was the top‑ranked firm and was recommended for award; the scope and fee schedule were subsequently negotiated. This study will be conducted over the next few months and is expected to be completed in the spring of 2027. The scope includes all components of Landfill funding, excluding the solid waste collection MSBU.
