REQUESTED MOTION:
Adopt the Resolution allowing the Chairman and/or the County Administrator to approve and execute the Contract Award to Stellar Development for the construction of Tiny Town once approved by Florida Commerce.
SUMMARY:
DeSoto County issued a Notice to Bidders for the construction of eight (8) tiny homes as part of the Tiny Town transitional housing project. Stellar Construction submitted the lowest responsive and responsible bid; however, the bid amount exceeded the available grant budget. A request for additional funding has been submitted to FloridaCommerce to complete the full project scope. To remain within current budget constraints, staff anticipates issuing a change order to reduce the agreement amount to allow construction of a reduced number of homes. If additional funding is approved by FloridaCommerce, a subsequent change order will be executed to restore the agreement to the original bid amount and complete all eight (8) homes.
BACKGROUND:
DeSoto County was selected to participate in the Community Development Block Grant Coronavirus Program (CDBG-CV). These funds are designed to assist communities in addressing housing and service needs arising from the COVID-19 pandemic. Through this program, DeSoto County, the City of Arcadia, and DeSoto Cares Homeless Services, Inc. are partnering to provide transitional housing opportunities for homeless residents. The project consists of constructing up to eight (8) 320-square-foot, one-bedroom homes under a “Tiny Town” concept. The 6.51-acre parcel designated for the project is located on the south side of Magnolia Street, between South Lee Avenue and South Manatee Avenue, in Arcadia, Florida.
