REQUESTED MOTION:

To approve the Requests to Waive Current Drinking Water Annual Fees and adopt a Resolution giving the County Administrator the authority to sign as applicant and execute and submit all related documents.

 

SUMMARY:

As a qualifying county, DeSoto County is eligible to apply annually for Drinking Water Annual Fee Waivers through the Florida Department of Environmental Protection (FDEP). The County meets the required per capita taxable value and assessed property value criteria necessary to qualify for the waivers.

In previous years, County staff were permitted to execute and submit the waiver applications on behalf of the County. FDEP now requires the applicant to be the governing body or an authorized representative designated by the governing body. Therefore, staff is requesting Board approval of a Resolution authorizing the County Administrator to sign, execute, and submit annual Drinking Water Annual Fee Waiver applications and related documents for the County's public water systems, including:

Desoto County Water System PWS #6144898, Lake Suzy Subdivision PWS #6144856, Desoto Correctional Institution PWS #6140451 and Desoto County Public Works PWS #6144857.

 

BACKGROUND:

Each fiscal year, DeSoto County receives annual drinking water permit fee invoices for its public water systems. Because the County meets the economic and financial eligibility requirements established by FDEP, it has historically applied for and received annual fee waivers for these systems. FDEP now requires the waiver applications to be executed by the governing body or an authorized representative designated by the governing body. Adoption of the proposed Resolution will provide the County Administrator with the authority necessary to execute and submit future waiver applications and related documents on behalf of the County.
