REQUESTED MOTION:
Motion to adopt the Mater Service Assessment Ordinance as presented.
SUMMARY:
The Ordinance provides updated procedures that will govern the provision of services provided by the imposition and collection of non-ad valorem assessments. Upon adoption, the Ordinance will repeal and replace Chapter 10, Article VI of the County Code of Ordinances concerning “Special Assessments (Fire and EMS)” and Chapter 10, Article VI of the Code of Ordinances concerning “Special Assessments (Road and Drainage)”. A newly proposed EMS Tax Assessment Ordinance will be considered by the Board and adopted separately. The imposition of special assessments, including the Fire Protection Services Assessment, will follow the procedures set forth in the Master Assessment Ordinance.
BACKGROUND:
The County’s existing Code of Ordinances concerning Special Assessments is outdated. The County Administrator authorized a special services task order in the amount of $5,000 to the County’s Legal firm to review the County’s assessment programs and for preparation of the Master Service Assessment Ordinance. The proposed Ordinance provides a comprehensive update and repeal of prior Ordinances as codified in the DeSoto County Code of Ordinances.
