REQUESTED MOTION:
Motion to approve a proposal from Gary Siebein Associates, Inc. for acoustic sound professional services and authorize the County Administrator to issue a Task Order and/or Purchase order not to exceed $15,000 (or other amount determined by the Board) to assist the County in reviewing Development Applications on file with the County.

SUMMARY:
A proposal from an acoustic sound professional firm to provide review services and to make recommendations for conditions relating to noise generation from Data Centers. The proposal also includes services relating to development of a Noise Ordinance. This request is limited to review services.

BACKGROUND:
On May 12, 2026, based on time constraints, the Board authorized the County Administrator to exceed the Administrator's purchasing authority and to waive local procurement policies to engage consultants, as needed, to assist the County Development Department in the review and development of conditions for two zoning applications on file with the County for Data Centers.

Based upon the aforementioned direction of the Board, the County Administrator contacted Gary Siebein Associates, Inc., who provided three proposals for services. The first is attached, the second was to conduct a Board workshop to provide sound demonstration in different readings, and the third is to perform baseline sound studies.

This request is limited to the services described in the first proposal for acoustical consulting services and consistent with the requested motion.
