Approve or Deny the Contract with RD Welch Company for construction services contingent upon an approved budget Amendment to fully fund the project.

SUMMARY:
Metal Storage Building-Hope DeSoto

BACKGROUND:
DeSoto County was notified that the Hope DeSoto organization received a $50,000 grant to purchase a metal building for the storage of disaster relief materials. These materials are intended to support the community following storm events, with the goal of maintaining locally available supplies such as plywood, drywall, tarps, and other essential building materials for immediate response and recovery.
The Board subsequently allocated $65,000 in the current budget to support the installation of the building and associated construction costs. Staff engaged Weiler Engineering to assist with the preparation of a design criteria package. The project was formally advertised, and the lowest responsive bid received was $202,313.34.
Staff evaluated potential cost-saving measures and coordinated with the Road and Bridge Department, which agreed to perform the required site work. This included providing fill material, constructing the building pad, and completing the driveway and parking area. The project was then rebid with these scope elements removed. The lowest responsive bid under the revised scope was $137,014.44.
Based on available funding, the project currently has an estimated shortfall of approximately $22,100. If Hope DeSoto is unable to secure additional funding, the remaining amount would need to be funded through a budget amendment utilizing General Fund reserves.
