REQUESTED MOTION:
Motion to approve the technical revision for the Local Housing Assistance Plan as presented.
SUMMARY:
The item presented are technical revisions to the LHAP to comply with state law by adding the required plan strategies to address manufactured housing (mobile homes) to include relocation assistance for owners/tenants who have been evicted due to the closure of a mobile home park, lot rent assistance to owners of manufactured housing/mobile homes not to exceed six months, and rehabilitation/emergency repairs.
The strategies must be included in the local plan, but there is no requirement to fund the strategy. The County receives the state minimum allocation of SHIP funds, this strategy will not be funded based on other housing related needs but will be available as a strategy to fund if a prevalent need arises and the County is able to meet all other program requirements. The technical revisions start on page 10 of the LHAP.
BACKGROUND:
On June 26, 2026, Governor DeSantis signed SB594 into law. The bill imposes new requirements for the SHIP program beginning with fiscal year 2026/2027. The changes are related to mobile homes and parks.
