REQUESTED MOTION:
Motion to authorize staff to develop a Scope of Work and Planning Services Agreement with the Central Florida Regional Planning Council to provide Comprehensive Plan Services to include required and additional elements desired by the Board.

SUMMARY:
Planning services approach to updating the County's Comprehensive Plan for formal adoption and codification.

BACKGROUND:
The County Comprehensive Plan needs to be updated to reflect policies and objectives of the Board, review and correction of inconsistencies, and to provide a complete and adopted plan with all required and optional elements deemed appropriate by the Board through the 2050 planning Horizon. The County has the option to competitively bid service by a private provider. Based on estimates, private services may cost more than $250,000. The Central Florida Regional Planning Council has met with staff and understands the tasks. Based on the nature of the Regional Planning Council, the Board may contract directly for Planning Services. The CFRPC has assisted the County in applying for a Technical Assistance Planning Grant through the Florida Department of Commerce. A grant has been awarded to the County and staff is working with the Florida Department of Commerce on the Scope of Work in preparation for a grant agreement that will be presented to the Board for approval soon. The CFRPC has agreed to perform the work for the value of the Grant. Staff is requesting approval to move forward with developing a Scope of Work and Agreement with the CFRPC for these services or seeking alternative Board direction.
