Request for Congestion Management Funding - US 17 at CR 760/SW Welles Avenue

REQUESTED MOTION:
To approve the Congestion Management request letter and authorize the County Administrator to sign the grant application materials.
SUMMARY:
On an annual basis, the Florida Department of Transportation (FDOT) allows Heartland counties to submit funding applications through the Heartland Regional Transportation Planning Organization (HRTPO). Applications are due by March 31, 2026. Once received, the HRTPO will prioritize projects for FDOT review and potential inclusion in FDOT’s Five-Year Work Program.
Congestion Management System (CMS) funding supports projects that improve traffic operations and safety by reducing travel demand or implementing operational improvements. These projects typically enhance travel conditions through low-cost strategies that can be implemented within a relatively short time frame (5-10 years), compared to traditional capacity improvements such as adding travel lanes.
The US 17 (SR 35) and CR 760/SW Welles Avenue intersection was identified in FDOT’s 2022 Intersection Control Evaluation (ICE) as needing intersection control improvements based on safety and congestion analyses. This report identified the need for a signal and recommended a roundabout. Signalization is being requested due to its lower cost, reduced right-of-way acquisition requirements, and shorter implementation timeframe.
