SUMMARY:
The First Amendment to the Agreement with Winter Consulting Group, LLC d/b/a Cornerstone Community Partners to incorporate contractual provisions required by Florida Commerce as a condition of CDBG funding.
BACKGROUND:
On December 30, 2025, DeSoto County entered into an Agreement with Winter Consulting Group, LLC d/b/a Cornerstone Community Partners following the County's competitive procurement (25-18-99RFP) for environmental review services associated with its CDBG Housing Rehabilitation, Demolition, and Reconstruction Projects. The services are to be funded in whole or in part through the County's Small Cities Community Development Block Grant (CDBG), FFY 2023 Funding Cycle, administered by the Florida Department of Commerce under Subgrant Contract No. 25DB-H02/FLAIR Contract No. H2606.
The proposed First Amendment updates the Agreement to incorporate contractual provisions required by Florida Commerce as a condition of CDBG funding. Specifically, the Amendment revises Section 26 concerning access, audits, and record retention to provide for the required six-year record-retention period and associated governmental access and audit requirements. It also revises Section 33 to expressly incorporate the applicable provisions of the CDBG Subgrant Agreement and require the Consultant's compliance with applicable grant requirements.
All other terms and conditions of the original Agreement remain unchanged and in full force and effect.
