REQUESTED MOTION:
To approve the 2026 Update to the Utilities Standards Handbook including the updated Handbook, updated Details and newly added Approved Products List.
SUMMARY:
Major updates of the Utilities Standards Handbook include:
• Formalized capacity reservation and BOCC approval process consistent with current practices
• Expanded ERU Determination Schedule based on FDEP 64E-6 F.A.C.
• Updated ERU calculation method
• Require engineering reports and technical analyses for private systems consistent with current practices
• Require developer-funded engineering inspection and certification
• Much more robust testing, QA/QC, and closeout requirements
• Expanded lift station design and ownership standards
• Implementation of Approved Products List
• Updated standard details based on Sarasota County (previously used standards)
All changes are shown in the track changes version of the Handbook.
BACKGROUND:
The current Desoto County Utilities (DCU) Utilities Standards Handbook was adopted by the BOCC on July 17, 2010. DCU tasked Apex Companies to perform an update to the Handbook. The updated Handbook has been reviewed by DCU and the County Attorney’s Office and includes updated details and a newly added Approved Products List.
